I'm a bit curious about these, I dunno why but I got the feeling these were only supposed to exist in 0.0 sec ? Yet now I'm being told there's 3 prometheium and 2 dysprosium in a single low-sec system (Nalnifan)
So uh, that makes approximately 18 billion ISK profit every month if you react into ferrogel.
Is this intended ?

omg, this system was once harvested by a corp of my earlier alliance. I couldnŠt believe that there were as many high materials, when I heard about the scans. (But I can only remember of 3 good moons).
About intended: I think / hope that this is some effect of a random generator.
About prom and dysp only in 0.0: This is for sure wrong, as I know several low-sec systems with them.

Distribution in low sec is rare but present of high end moons. There are three such isk pockets in Aridia with a not very statistically sound distribution of high end moons however.

There are NO dysprosium in Nalnifan (i do have the scanlists on hand atm, fresh off the press)

I know one moon with promethium in low-sec. Yes it's an intended feauture. At any rate you don't wanna nerf attractiveness of lowsec by removing those moons from lowsec. The worst pvp'er in EVE :

Here is something with enough worth to declare a war to a corp/alliance and go kick their POS.
But I've not yet heard of such action. -- Pocket drone carriers (tm) enthousiast !

I've got many thousands of scan results, albeit mostly 0.0, and there's nothing in them to indicate any preference for rare minerals being in 0.0 space. Some people I talk to actually believe low-sec is denser with moon minerals. I've not gotten around to performing regression analysis on my database, though I suspect I won't ever be publishing my findings. Most low-sec heavy empire regions have at least a few r64 moons kicking about, and I suspect that if anyone wasted the time to thoroughly probe high-sec, the distribution would be similar.
The individual systems that have contain multiple r64 moon minerals are absolutely not solely linked to security status though.

intel's from IRON the people losing dreads there, I'm guessing it's based on something resembling reality, altho their intel is admittely pretty horrible in my experience
So the people with POS there claim there's nothing there to see, no surprise there. I guess the 200 bob that came to babysit your moon mining poses were just sightseeing then and you aren't getting rich off a single low sec system that's more profitable than some 0.0 regions

If it is indeed owned by BOB alt corporations...
then the Coalition should announce their ops on CAOD in advance so that other entities can attack the moon mining operations at the same time.
BOB would be unable to defend it and it's not like they're going to hire MC on short notice

OK apparently it's 3 prom in Nalnifan, 2 dysprosium somewhere else in Aridia.
I still think it's lame to have this kind of ridiculously lucrative ISK making outside of 0.0, agenting in empire is already much better than ratting or mining in 0.0
what's the point of 0.0 if it's not more profitable than empire ? sure you can build supercaps there, but should that be the only reason..

I think it's quite apparent to everyone at this point that there is a very large excess of Dysprosium moons.

So, the only answer to this incredible income from rare ressouces is adding more of this ressource.
Then, profit lowers on this ressource, and it's not more an issue.
PS : Don't forget my corp's moon when reseeding more minerals, like the people here, I want my share fo this ! -- Pocket drone carriers (tm) enthousiast !
