I was wondering why pirates are allowed to fly around unharmed in 0.5 space ? met one with a sec of -7.1 standing. concord and or the sentries did nothin ? or do they only engage when he fires at someone ?

Was he in a pod?
If not then he was lucky, though sometimes shuttles can make it through. Failing that it was a bug or you read something wrong

he was in a Blackbird, and i'm not sure if it was his own security standing, or our standing towards him ? What is the difference between those anyway ?

Sec status is the the status of CONCORD towards the player. Only the player in question can influence this variable by being either very naughty or very nice. The corp can also set status towards players to remind them that they either like him or dislike him. __________ Capacitor research |

The differance between security status and personal standings (be it corp or to an induvidual) is: security status is CONCORD's view of a player. If you rack up a big negative rating like that, it means you have been very naughty (shooting down players and killing pods among other things)and CONCORD will give a spanking if you show up in high securtity space (0.5 and higher). There is an exact formula out there dealing with how low your sec status can be as far as what systems you can enter without geting slapped down by the police but I can't remember it now 
Personal/ corp standing of an induvidual is how bad a person or a corp dislikes the said induvidual. That rating is set manually (except with NPC corps) and really doesn't need a reason to be set, but usually means you've ****ed someone off. Be aware, though, that you CANNOT shoot people with a low standing in high security empire space unless you have a formal war with them. i thought u could shoot a person with a -5.0 or lower in empire and have no worries
