I see that is costs $19.95 to activate an account, or a time card can be used that can be bought at a store. If I buy a time card with ISK, then there's no way I can authorize payment for it ingame since the account is not activated... Is there another way to do this I don't know about?

1) Send ISK to a character on the account
2) Arrange GTC trade with another player - advise them to send the GTC to that character
3) Complete trade using the My Account page.
There is no need to actually log on to complete the trade as long as you know to expect the GTC has been sent.

Sorry to resurrect an old thread, but I now have enough to buy a time card, and I got some more questions before I buy.
You said that I do not need to have an active account to buy a TC, but when the account is not active, there is no access to the forums, therefore there's no way to post a WTB thread... Any way around this? Also where exactly in account details is an option to accept a TC trade? I don't see it there.

You won't see the option there until someone makes you an offer via the secure system. Since you appear to have forum access, what you need to do is simply use this forum account in order to tell the person "send the offer to x", where x is the character name you're wanting to upgrade.

once someone sent me the offer how do i accept it, i obviously cant access evemail if theaccount is suspended

You accept it by logging in to your account here on the website. Check the left menus, and click on "my account". Once you go there, you'll see a new option that you can click on if you have a GTC offer.
