I am trying to figure out where I can get faction or officer mods without having to RAT in belts in 0.0
I am a little confused over what im reading.
DO I have a chance of getting faction loot from high sec empire through exploration OR my on board ship scanner? Does it have to be low sec?
Do the unknown exploration sites lead to possible faction encounters?

You will never ever find officers outside of belts in 0.0.
Faction spawns you can get pretty much anywhere, but the odds are pretty low in highsec and the loot they drop is crap.

Cosmic anomalies (Ship scanner) can get you faction spawns, not sure about the quality in hisec.
Hisec exploration complexes can get you good faction spawns. I did one in .8 (I think) and got a 40 mil faction warp disruptor.

This basically, exploration stuff escallates in empire, just not always as well, below .5 is your best bet, and youll only see faction stuff, not officer stuffz.

Cosmic anomalies and explorations can get you faction spawns, and sometimes escalations to complexes that have deadspace loot.
Officer loot only comes from officers, who only hang around in 0.0 belts.
Jita, however, seems to spawn everything, at a price.
