Where the heck did you come up with this? Have a dream about it and confuse it with reality?
All CCP info about Ambulation suggest otherwise. One of the reasons they don't want combat in ambulation is because they don't want some random person being able to wound or kill a powerful person with a spoon. Mind transfer technology is part of pods and thus dying in Ambulation would be permanent (unless they reduce the size of the device and make them implantable, which seems rather implausible).

While I agree that skill training will continue while out of your pod, you don't address the issue raised by the OP. Of course skill training continues while you're sleeping or fighting, because you're in your pod. You do know that skills are learned similar to how they are in the Matrix, I assume? You plug the skill pack into either the pod or your head and you begin subconsciously learning the skill.
I don't recall reading that the skill training hardware was part of the pod like the mind transfer hardware was. Can the OP provide a link to back this up? I kind of figured you plugged a chip in, kind of like microsofts (not related to Microsoft) in William Gibson novels.

I've read most of the backstory but have yet to come across a story that details one of the persons using learning devices. So my assumption that it was part of the pod was because it isn't described to be used by "normal" people in EVE, only the pod pilots make use of it, hence, (probably a logical fallacy coming up) it's somehow part of the pod.
I haven't seen anything stating one way or the other. I know that the hardware to transfer your mind upon impending death is part of the pod and is probably rather bulky, but skill training hardware I'm not sure about. I would think that all pod-enabled pilots would have some basic implant with a data jack that lets them connect to their pod and I would guess that it would also include a slot for a skill chip. This sort of thing is fairly common in cyberpunk stories and RPGs.
Your theory could be correct, but given that I see no way that CCP would make people stop training to walk around, I'm sure the "small chip you insert into some cranial slot" theory will become the official story, if it's not already.
CCP is going to want people to try out ambulation and if people have to stop their skills, not many will use it much, I'm sure.
