First off I believe CCP should sort out the admission rules before the Beginning of Tournament V.
Why - so alliances will know what to expect when the next Tournament roles around.
Here is my proposal I believe it is fair to all.
There are 6 groups in Tournament V. So the following.
1. - The winner of each each group gets a slot in the next tournament. (You win the first round you have a right to the next Tournament by force of arms, by default this also catches the tournament V winner.)
2. - The top 6 alliances by population have a reserved slot in the next tournament. (You have the right to be in the tournament because of shear numbers and potental power)
3. - 1 slot is reserved for the CCP / Tournament Comission to use at there discretion. (THis is just a catch all slot. You could even have the the Alliances in TOurnament V vote on this slot.) Do with it what you want or nothing at all.
So basically the reserved slots will vary from 13 slots down to 7 depending on the performance of the major alliances.
That is it , simple and fair.

That's about as arbitrary as saying the "8 richest alliances" or the "8 alliances who hold the most space". Really has no bearing on the group's abilities or "right" to be a part of the tourney.
Getting into the tourney really isn't hard. You pay attention, and send in your application and isk on time. I know a lot of people in EVE expect special treatment because they're bigger/richer/have larger egos than the next guy, but let's be real, shall we? ____________________ GM Sunshine > oops Neurotica > Hate to see a GM in your gang say 'oops'

Instead of first come first served, they should just randomly draw the required amount from amongst all teams who signed up on time, and then refund those who didn't make it in after the tournament is underway and all cancellations have been replaced. Otherwise signing up becomes an exercise in forum camping and being there ready to click the submit button the second signups are opened.

No. The only ones deserving a reserved slot are those, who have proven themselves in the tournament before by placing in the top 8. Other top 8 alliances by population/wealth/epeen/whatever will eventually get in by normal means and have their chance to earn a top 8 slot, if they're good enough.

Why? This will only cause outrage and accusations of CCP favoring someone. It's an awkward position for both CCP and the alliance they picked.

I disagree on this point. Just because a group's big does not mean they're good, or should be given any rewards because of their size - the quarterfinalists getting a slot? That's fine, because they earned their way there, but nah on the size being a factor.

Apart from anything else this discriminates against alliances who kick inactives or dont allow mass alt joining. Alliance population has little bearing on actual active online strength. (take a group like MC for an example). The single slot ccp gets to choose will always cause accusations of bias that we could really do without as well. I agree on the quarter finalists getting first dibs on the next tournament tho, makes sense.

Too complicated, just contact the final 16 ahead of time to get their word on if they're in or out, then a few weeks later when they've been given ample time to sign up release the rest of the slots for a public sign-up.
