I've read this link: Where Do T2 Parts Come From?
But I have also been out to 0.0 in belts salvaging and didn't get any T2 salvage. Have things changed? Is it chance based in 0.0 belt rats or something else?

Hi Passin !
I got a few parts from officer spawns in 0.0 (eg. Dread Gurista BS) and from magnetometic exploration sites (Arc/Salvage Sites).
My skill level is 4 atm for Salvaging and Archeology and so far i had no problems salvaging the wrecks / opening the cans.

Also salvaging player T2 ship wrecks works. (But that is not a good way of getting it)

I've run across some in High-Sec space, mainly Haunted Yard and "Punish the Pioneers" Expedidtions.

Got a few from officer wrecks in 0.5.
If I wanted another job besides my real one, I'd join a big corporation. |

Most common sources for me are officer drones and player wrecks.

T2 Ships and commander rats in high sec, else low/null sec officer spawns. Oh, and Mag sites.

1. salvaging t2 player wrecks
2. salvaging faction npc wrecks (including sentient drone wrecks)
3. magnetometric sites
4. salvaging DED complex overseer wrecks

There is no romance in your soul. 
A couple of level 2 mining missions have sentient drones too. So another potential source in high sec though it's highly unreliable (troll a zillion level 2 agents till you get one, bleh) and doesn't kick out that much salvage.

I always get all my T2 salvage from belt rats--the special ones--True Sansha's, Domination Angels, Guardian Guristas etc etc. I always sell that salvage. They also usually drop good faction ammo--u will not always get T2 salvage and sometime get none..usually u see the normal rats with a true or a domination rat amongst them.....
