I was just running a level 4 in high sec (and high traffic space) - and had a destroyer warp in. I assumed he was going to salvage, but as soon as he approached a wreck he turned flashing red. Now, I assumed that meant he had looted the can and I now had kill rights, but even after locking him and releasing some hammerheads, he didn't try to run. So I assumed that I was going to get concordokkened if I attacked him. Either that or he was stupid - I didn't want to take a chance on my ridiculously expensive Domi.
Does flashing red (full line) equal kill rights?

You've made it to L4 missions and you still need to ask that question? Ah well, yes it means you can blast him to kingdom come with no repercussions from CONCORD.

I've never had anyone foolish enough to warp into my mission that wasn't just trying to kill me. (lowsec).

He problably didn't expect you to attack, because most high sec missions runners will not take the chance of attacking using their pimped out mission running ships.
If you were to kill him, he would likely return in a properly fitted PvP ship. If you were flying a typical mission runners ship he could get some fine loot off of your wreck.
As you said, "I didn't want to take a chance on my ridiculously expensive Domi." He guessed as much, so just went about salvaging and looting as he pleased.

I once spend 45 minutes staring down a dude in a raven in my vexor after looting his can. He didn't fire a shot.
This guy did not expect you to attack and was just doing it for **** and giggles like I did
Next time, blast him.

Well now that I know I'll get him next time. I would have LOVED him to show up for PVP - I took on 4 pirates in BCs in lowsec with this ship the other night, he'd have to have a hell of a build to take me.
You never know what new stupid exploity stuff shows up when you've been gone for 2 years though. :)

Chances are, that he is not alone either. When you do attack him, he and his corp get's Kill Rights towards you. So you might win against him, but it's also possible he's just bait and 2 or 3 of his friends wait for you to make a mistake...

NO. When you attack someone who is aggressed to you, they are allowed to defend themselves but their corp cannot join in. Even if multiple players take from your can so as to be flashy red, they can only fire on you when you fire on them first.

If you are confident in attacking that player in his current ship, you can do so without putting yourself at risk of being attacked by anyone else. His friends are able to warp in and start remote repping him, though - so it is definitely possible that you won't be able to break 'his' tank. In this situation the other players will flash red to you as well; but remember that does not mean that they can attack you!
Even if you destroy the single ship while their buddies remote rep him (unsuccessfully), they will not be able to do anything to you afterwards. However, the player whose ship you just destroyed has 15 minutes to fire on you, so it might be wise to get out of dodge for a while before he come back in something bigger. This applies regardless of whether he had friends with him.
