First of all my idea is to do with 0.0.
Anyway ill give you a bit of backgroud to this before i present my idea, one thing that has annoyed me recently is the inability to beable to cut an entities supply line in this day in age within eve. In the past it was simple camp a choke point with your fleet and you could take out any haulers supplying ammo and or fuel. The enemy wouldthen have too break through with a fleet of their own which would bring much fun to eve :)
In the present day eve we have carriers, motherships, titans and jump freighters that can supply all this extremely easily, and even though it is possible to take them out it is hard to take out a knowledgeable pilots cap ship if he/she dosnt wish to engage, and why should he/she they are transporting goods.
My idea is to introduce a method of pulling cap ships out of jump. i havnt decided what type of thing this could be weather a anchorable item in space, a ship that deploys itself or a pos structure. Maybe it should be a capital ship that enters "Jump Disruption" mode basically a new type of siege or triage mode.
So basically You deploy this thing along a capital ship jump route and it pulls it out of jump at the disruptor and gets destroyed, brining the ability to bleed your enemy dry a new way of taking pos's down by depriving ice etc. it will also encourage alliances to keep a firm grip on their space weeding out the weak :)
Maybe this is overpowered what do you guys think?

Sounds a little too easy to just pull someone out of jump then kill them though an idea that has been on the forums like jumping dealys (most say anywhere from 30 to 60 seconds after you start the jump) would be more managable
