I"M looking for a good ship to hual moderate amounts of high end mineral up and down from 0.0.
I'm thinking a passive tanked cane anyone good ships/setup they use for such?

From my own experience, any pipe running ship needs to have two things to be successful: fast warps and reasonable cargo space. In any situation I've ever been in in 0.0 when running pipes I've found that tank won't get you through a gatecamp alive - you need to get out of them quickly.
Blockade runners are the best option overall, and when properly fitted they can hit warp long before larger ships can hope to get a lock on them. Of course, there will always be problems with bubbles, so a MWD is a must. Whatever slots you have left after maximizing your agility and speed can go to tank.
If you don't want to go with a blockade runner, I'd say your second best option is in indy. They aren't going to be as good because of the lack of built in WCS, and the lower stats overall but they are a cheaper alternative.
The third best option would be a cruiser (agility means more in my opinion than tank when it comes to pipe running). And the fourth option would be a battle cruiser.
Now, if you aren't concerned with carrying significant quantities of items, just small sized by but very valuable items (like a faction smartbomb you just picked up and you want to sell in empire), look no further than covert ops. Properly flown a covert ops ship is just shy of invulernable when running pipes.

Is a covert ops better able to survive smartbombing battleships than say an interceptor or a shuttle?

If you get caught in that with covops, you really don't know how to use scanner.

Depends on how its fitted I suppose. Just how often is a smartbombing BS going to find you after all? Right after you warp through a gate, but considering the total expanse of area you could possibly pop up in I don't really see how it's a concern. If you're worried about a smartbombing battleship as you leave a system, clearly you don't know how to use a scanner.
