Next to 'block' on the right click menu have:
'block and report EULA violation->confirm'
When you do that a petition is automatically generated containing the chat statement where the right click was done and there 3 or 4 chats each side and submitted.
The GM tools would show the petition, with the list of text. They can then have a simple check box to delete the petition if it was done in error and another one that immediately blocks the subject from all channels while they do an investigation. Once investigation is completed they can just delete the account.
With this in place any isk selling would immediately be reported to GM,s and with a single click the isk sellers would be gagged. By reducing their ability to reach people so quickly it becomes less worthwhile for advertisers like that to be created so it will have a double benefit both by blocking them faster and discouraging the creation of new ones.

Why "block and report" why not just "report EULA violation" We don't want people fulling up the block list when the average investigation time is less than 10 minutes.
Reshape EVE for the future! Sell the 0.0 gates to player owned corps, and encourage an open ended universe. |

This + a system on GM side where the reports are sorted by number of reports on a single nick. And the option can only be used on eve mails...
This would prevent users reporting innocent users somewhat, or atleast they wouldn't be processed before the others.
I think this is what spammers do these days:
1. Harvest nicknames in systems using local, probably trial accounts. 2. Spam messages to obtained nicknames using multiple accounts and keep list to repeat...
Ofcourse it would be logical to remove local in this instance becouse it would stop the harvesting of nicknames... or atleast make is a whole lot harder. However we can't do this becouse removing local means discarting a very importand intel element in the game.
Then point two should be taken care of, the following actions could be taken to do this:
1. Limit sending evemails to other players on trial accounts... 2. Make it easyer for other players to report spammers by giving them the right tools at easy access 3. Make it easyer for GMs to investigate accounts (meaning the insight of messages they send), and taking actions based on the findings (meaning suspending spam accounts or maybe give a temporary ignore to accounts found innocent so they cannot be reported for x time or atleast do not take up space in the reporting system).
On the system for GMs it should have a checkbox where the IP where the account was created on and used on get investigated if they were public adresses (IE libaries, internet cafe's, whatever) and just ban them from creating accounts and logging in to any. Ofcourse an option should exist for users to get your IP adress unbanned...
I know it is rather harsh action against spammers, but seriously, if so many people are annoyed by it, actions need to be taken, and with that I do not mean simple warnings or **** like that, it just doesn't work.
I realise stuff like this might already implemented, obviously I am in no way related to CCP so I wouldn't know, but if these tools exist, start using them better or something.

Evemail spam? Set a high CPSA charge if it's not disrupting your business. Still, a report button would help there too.
Evemail spam is very low on my priority list... I have a 0 CPSA charge and receive close to no spam.
Now, a quite secured (by securing the channel quote server side so the GM doesn't have to investigate chat logs) chat spammer reporting could help more GMs I guess. Less investigations, faster reporting => faster banning!
But maybe CCP already thought of this, and won't tell of this before it's out (as in all upgrades concerning the EULA violation fighting)? -- Pocket drone carriers (tm) enthousiast !

I disagree sg3 - try using any of the trade channels - or even just look at Jita local.
I created a new alt a while ago and rookie chat and noob corp chat were both spammed to hell too.
All the channels with a decent number of people in them get spammed to hell constantly - making them virtually unusable.
The reason to block and report is so it gets rid of the spam from my screen immediately - which is what block currently does. When the character is deleted it can be removed from my block list.
(Hell just a GM tool that flags anyone where suddenly more than 50 people block them at once might be worth looking at!)

A feature like this is rapidly becoming needed, imo. Harsh action needs to be taken against the spammers, and I believe allowing the community some power to act against them would be nothing but a good thing.
One thing I would suggest if something like this is implemented is a sort of "reputation" system, thats only seen internally by the system and GMs, thats modified purely by how players use this feature. This would allow anyone to report the isk spammers and over time, with real isk spammers reported under this system, that reputation will rise and be given more weight by the system. However, abusers of the system will have their reputation reduced, and eventually their ability to use this feature could be blocked entirely so they stop wasting GM time. The GM's who evaluate the EULA Violation reports could have a few checkboxes to tick when finishing up the process of investigating, such as "This account was accurately reported as violating the EULA, increase reputation of those reporting" "This account was reported through an honest error, no change to reputation" and "This account was reported maliciously, reduce the reputation of those reporting".
One other thing I would like to see with something like this is if enough people report someone within a time frame of say, 30 seconds to 5 minutes, the character being reported is automuted in local and all public channels pending GM investigation. I've seen some stuff like this in use in the real world and it's rather effective, as spammers quickly get reported repetedly, thus surpassing the systems tolerance for reporting and resulting in the silenceing of spam, at least for a time. And of course, coupled with the reputation system as explained above, it would require less and less high reputation reports of EULA violations for the system to kick in and automute someone, so there is a real incentive for people to report spammers, as it becomes easier and easier over time to silence these scumbags. 
Failing something like this, the only solution becomes banning trial accounts from speaking in local and public chat channels and sending eve-mail, which would be just fine for most people, but would undoubtedly cost EVE some potential new players.
Please do something, CCP. Were all sick of having either pleasent conversations in local or the lovely silence shattered by these isk spamming jerks.

Far more simple... Don't allow the same message to be sent twice in a row in less than 15 minutes, maybe half an hour... That would slow them down... --- This is your Captain speaking.
