I've heard of 10k Punishers in a few threads.
However, I've got no idea how you get that ship to have such a tank.
Would anyone care to share a setup?

3x 150mm autocannons
1x web 1x scram
2x 400mm rt plate 1x dc 1x mapc
just under 10k effective and 50 dps, doesnt get much better than that.

mine was
1x400mm rt, 2xEANM II, DCU II iirc
nothing else fitted (but it should have room for some acs at least), as i just wanted to say "you cant alpha this in a ruppie" with it, nothing else.
it has 9.8k ehp without rigs.
also trimarks are a bit of a waste on a ship with that little base armor.

Trimarks, 2 400 RTs and an EANM II brings you to 14.5k. Without the trimarks is 9970.
A more practical setup however -

Effective HP: 9800.
Peak shield regen: 17/s. Can tank 32 EM DPS, 82 explosive DPS.
DPS dealt: 100.

With resist rigs, you could drop the invul field for a web.
shortrange weapons, no mwd, no web (unless you rig it  )
you can kill afk haulers in this. but thats about it.

You're right, it's not meant to be a realistic setup. On the other hand this one is:
2x Light Neutron Blaster II (Void)
2x Rocket Launcher II (CN Gremlin, CN Phalanx)
1x Faint Epsilon Warp Prohibitor I
1x X5 Prototype I Engine Enervator
1x Ditrigonal Thermal Barrier Crystallization I, or other named hardener
1x Medium Shield Extender II
1x Linear Flux Stabilizer I (or better magstab w/ CPU reqs)
1x MAPC I
Very successfully used for hi sec baiting. (The main fitting limitation is CPU.)
