Quite new to the game, just wondering what skills to train and what ships to use if I want to be an effective Caldari PvP pilot.

long term you'll want to shoot for T2 Torpedoes, a Raven and good shield tanking skills.

U want a good ship caldari pvp.
The better ship pvp caldari : Falcon, great ew ship (ship for gang not solo), train electronic skill (ecm skills)
Crow, raven, drake are all good (eagle after patch maybe with 5th turret)
Missiles skills, shield skills, etc

For PvP, Caldari is about 3 things: Jamming, Missiles and Shield Tanks.
Torp Raven, Passive Heavy Missile Drake, Kestrel, Jam Recons, Jam Scorp. Caldari isn't too varried or complex.

If by effective you mean fighting almost any kind of enemy ship with a reasonable probability of success, then my advice to you is to consider any caldari ship which can fire heavy missiles (and heavy assault) OR caldari ships using medium hybrid turrets (given the upcoming +1 turret slot in the near future).
Heavy missile ships (from worst to best): Caracal, Drake, Cerberus, Nighthawk
Medium turret ships (from worst to best): Moa, Ferox, Eagle, Vulture

HAM fitted Caracals are fun for a bit of low-sec hunting (although you must choose your targets well).

You can also go rails (train gunnery skills) and fly eagles, vultures and rokhs.
The eagle and vulture are excelent snipers vs frigs, and the rokh is an excellent long range battleship.

Start training for Blackbird and ECM. You will be a valuable asset for gangs within two days.
