Thinking of creating an alt for doing the sort of stuff I'm not really skilled for on my main character. Possibly Minmatar as I like how their ships look, but anyway. Is focussing on frigates and nothing else worth considering? I'm thinking as in max my frigates skill, max small weapons skills, max as many support skills as I can be bothered with... Obvious reason is that frigates are cheap as hell so it doesn't matter is they get asploded on a regular basis, but is it a massive waste of time in terms of doing anything constructive with them?
I'd hope that the whole balance issue of tracking vs. size/speed would still make whizzy little frigates a decent option, or am I completely wrong?

Sure, if you want. But even Rifters start getting expensive when you use T2 guns and better modules.
And they'll still die to pretty much anything, and will only be able to kill other solo T1 frigs, badly fitted cruisers and barges, and AFK battleships that left their drones at home.

for PvP you'll be useful to a fleet, most people like being in thier battleships and not tackling.
And you can rat in 0.0 with a rifter, or other frigates. BAsicly it takes longer as you do less dps, but fitting out a 3 million frigate toi kill 4 million isk battleships is awesome.

Its possible, but frigates don't really shine until you get the T2 variants. Not as cheap, but still "cheap". But for lowsec random pirating fun, you can't go wrong. Interceptors are pretty win. Go that route. If you want solo intys though, you have to go Caldari for the Crow.

A pack of T1 frigates can do some serious damage if they're coordinated well enough. Agony has an excellent PvP class that highlights this. When I took the class, we lost 5 frigates while taking down a Rohk. Our loss: <5 mil. His loss: >300 mil.

Yes, it is not only viable to do PvP in frigates only, frigates are often highly desirable.
The T1 Rifter, Incursus, and Punisher frigates are capable combat vessels often feared by pilots even in cruisers and beyond. An inexperienced pilot can be efficiently killing other inexperienced or unprepared pilots from day one. Check out my pirate adventures, starting in an Incursus, on my blog: Your Money or Your Life!
Assault frigates, while generally tougher than T1 frigates and able to deal more DPS, are not as popular as other T2 frigates; they're just not often so much better as to justify their price.
Interceptors are highly valued in fleets for crowd control, but remain formidable in solo PvP as well. A skilled interceptor pilot can often emerge from battle without taking a single hit.
Covert Ops frigates are very useful as scouts in fleets, and to scan down safe spots, complexes, and mission runners. Stealth bombers bring a massive alpha strike and disproportionate DPS to the fleet.
In fleets, frigates equipped with EWAR--and not just Electronic Attack frigates--are useful against virutally any target.
In any of these ships, you'll likely be using similar skillsets throughout; all use small turrets/launchers/drones, for example, 1MN MWD's, etc.

I thought it was viable, and I created this character with the intention of mastering all T1 and T2 frigates before moving up to a cruiser, but I found I just needed the bigger ships in order to make money. Since I was also recruiting members for a new corporation, I felt i needed the bigger ships so i could take newbies on higher-level missions and into PVP, so i got sucked into training for battlecruisers and I even have battleships on my EveMon now.

As everyone else has said, it's viable, and can be really effective.
Don't think it'll be much cheaper in the long run though. Percentage wise, I'd lose much less if I lost a BS then if I lose another Hawk. I usually have around 10mil - 70 mil worth of fittings on my Hawk, and I only get an insurance payout of 3M on a ship which the average price is around 8-10M.
Comparatively, a BS costs a lot more, but you also get a lot more back from insurance. If you only equip T1 stuff, you don't lose much money at all per loss.

*points to my T2 Frigate list and support skills*
I've spent a good year of my career flying pretty much only the T2 frigates. If you enjoy cheap ships that are crucial for non-0.0 tackling, and general scouting, but are pretty worthless at DPS and tanking, the frigates are for you. I enjoyed my time in them .
