That says pet hamsters. It mentions nothing about work/industrial hamsters.

I can see this.
I'm sure we all remember the Great Hamster Plague that was the scourge of the world. Don't want that to happen again.

Strangely enough, a couple years ago, I read a story about the authorities in China investigating the importation of eagles to help control an outbreak of gerbils of unusual size, which if I remember correctly, had eaten crops equalling the area of Mongolia.
So you never know.

Gerbils of unusual size? Frankly, I don't even think they exist.

That did happen (although the area affected was closer in size to Switzerland). However, the giant gerbils were indigenous to the region and such things happen (usually because farmers kill off natural predators allowing an explosion in the gerbil numbers).
Hamsters are not native to Vietnam and I suspect they'd become little more than tasty treats for local predators before they could cause trouble (hell, Vietnam probably has bugs big enough to get a hamster).
Plus, although a rodent, I am not aware of hamsters or gerbils being a disease vector for humans which seems to be a lot of what the Vietnamese are on about.

Oh, oh. What did the Vietnesme gold farmer say when he leveled?
"Ding Dong."
Right, beyond my lame **** taking, it sounds as if Vietnam is as 'anal' as New Zealand is with exports/imports. Good thing they have Hamsters to plug it up now eh.

Anything that can have fleas, so just about any mammal, can be a vector for certain diseases, like the plague. It's just a question of how big their population is.
