Who/what are the ships that sometimes show up in the overview panel in a yellow/orange-ish background? Some of them are pirates because they have an icon signalling just that, but others don't have any icon at all. So who are these ships/pilots?
Also, what is the angle on the directional scanner of the scanner for? I can't seem to understand that. Finally, is this particular scanner (directional) used solely to find cloaked ships or are there any other uses for it?

Orange background means a player with security status under 0 but above -5. Which means they've done things that is considered illegal by Concord.
A blinking red background is a player between -5 and -10 which means he's been a very naughty pirate and everyone can shoot him at any time.
The skull icon dosen't indicate that the player is a pirate, but that the player has a bounty.
The directional scanner is good to quickly check out what's in system and in what direction. It scans in the direction the camera looks, in the angle you sepcify.
For example a 360' scan just shows everything within the specified radius.
But you can point the your camera at a gate. specify a small angle and see if anyone is standing around it.
To actually find said object and warp to it you'd use a dedicated proble launcher.

By default Yellow indecats a security-rating between -0,1 and -4,9. If you want to know what all the colours & symbols mean go to your overviesettings, on the upper right in you overview, you can change them there too.
