First, there does appear to be some sort of official intent to release a tech III of some sort at some future, indeterminate time. For example, it's claimed in this thread that tech III will somehow have superior performance in overheating and that this information came from a dev blog.
What concrete statements have been made about a possible rollout of tech III? I see a number of related questions. First, is tech III going be a considerable step up (in which case, some tech 1 equipment may become obselete) or a decreasing return thing like the stacking reduction that occurs for a lot of modules? Will any BPOs (or even BPCs) above tech 1 be seeded in the market? Will there be any new resources created (new ores, moon minerals, new category of resources, etc)? What time frame, if any exists for tech III? And what needs to take place first before tech III happens (eg, will there be a tech 2 version of the tier 3 battleships)?

No one really knows what T3 will be for sure. There will be no new T2/T3 BPO's seeded. No one knows if anything new will be added. No one has any clue about time. No one knows anything about T3 at all, except that eventually there will be T3.

Yes the devs have said that tech 3 could be better at overheating. And they said it in a dev blog or dev chat. Sometime in the last 6-9 months.
Other things that have been mentioned is manufacturers being able to tweak stats on Tech 3. and oodles of other things over the years.
The only sure thing I know is that there won't be BPO's and it will all be based off invention.

Tech III will have an icon in the top corner of the module icon with a "III" on it.

I cannot reveal my sources however I can tell you that instead of a "II" at the end of tech 2 module names, there will be a "III" at the end of tech 3 module names!!
But you didn't hear it from me.

Some time ago, stats for a 425mm Railgun III and its associated blueprint were left in the database.
Notes:- Slightly higher damage mod than T2 equivalent, no other stats differences.
- Production requirements include the equivalent T2 item, and possibly some new exploration-related components.
- According to its description, it can accept one 'weapon modification', whatever that might be.

Yes, I guess that's probably true. Seems likely that CCP will spit out some tech 2 capitals first.

Thanks. Guess answers a big market question I had, namely that means the current tech 2 BPOs will hold their value (at least won't have competing BPOs).

Hmmm, we'll see what happens when it happens. I get the feeling they are far from deciding what to do next. I'll have to say that better overheating doesn't sound in itself sufficiently interesting for a new tech level. In my link above, I already expressed my opinions on what I think new tech levels should bring, particularly obselescence (yes, I think that billion isk faction gear should eventually over years become far less valuable and eventually some higher tech level should become the new tech 1, that is, cheap and something every noob starts with).
If as you say, invention does work the same way, then I guess building up an invention character sounds like a useful way to prepare for tech 3 production. I wonder what would be used as the base materials for it? Would you have to invent tech 2 BPCs and then invent again for tech 3? Lot of unknowns.

T2 BPO's becoming BPC's will take care of that.

What we can reliably say about Tech III:
1) It will be expensive 2) It will be rare 3) It will different 4) It will not be released via a lottery system
I hope it's released at about the same time as T2 Officer/Named drops. That would be hot.

During the Fanfest The devs specificly answered this question, and responded that Tech II bpo's would not be changed to bpc's.
You can probably see it in the Q&A videos from Evefest, although i am unsure where the vid linkies are.
