Add an SP cap and allow pilots to temporarily modify their skillpoints to their fittings.
For example, for a noob tourney allow there to be a 5 mil sp limit by tourneys end (a pilot must be under 5mil sp for the duration) A scale will allow a pilot to convert his/her 20 mil sps to the limit and customize his character as well as his ship but no pilot would have over 5 mil usable sps.

That seems like a lot of work changing core game mechanics just for a tournament that happens twice a year

Frigates are the most annoying/boring area of the tournament.
Why restrict it to players that couldnt fly a t2 fitted battleship well?
Really dont see how this would do anything but take away from the tournament.
