THE PROBLEM: Jita is a massive trade hub that allows players to buy virtually anything. However server stability does not allow easy access to this hub. At prime time hours Jita often becomes unplayable. Since Jita often has the best prices, people are forced and/or prefer to buy everything there.
POSSIBLE SOLUTION: Introduce specialization of trading. By this I mean introduce the concept that certain systems are better for selling certain items. So Jita might be best at selling ships. But Permiter is best at selling Ammo, New Caldari might be best at selling Engineering Modules. Keep the number of systems selling these items relative low (probably no more then 4 different systems to cover all market items), and keep them close together as well. This will mean relatively little if any inconvenience for the player. But it has the potential for reducing Jita to a fraction of its current traffic. It also allows players the option to ignore the specialization and continue selling as they are.
IMPLEMENTATION: So how mechanically speaking do we create specialization? Well I would like to just remove the market transaction cost from the game on certain modules when in the appropriate specialized system. However I am not sure that this will be enough since that is a relatively small number. So in addition to this I believe subsidies can be implemented when selling items in the appropriate systems. These should be small subsidies, probably no more then 1% of the sale price of the item. But those individuals producing thousands of items and selling them would be wise to move them to the appropriate specialized system. Further, this Jita solution should be duplicated in each empire's space, based around the player created trade hubs.
JUSTIFICATION: In economics the idea of specialization is well known. In the real world specialization occurs because some geographic areas have better access to resources that create a certain kind of product then other areas. In EVE resources are spread relatively the same across the entire galaxy. Additionally, since anyone can produce anything given the appropriate skill and resources there is no ability for specialization to occur. By making some systems specialize in certain items we bring EVE's economy closer to a real world economy while at the same time acknowledging limitations in server technology.

I dunno, But when I go to jita it isn't for better prices or that I couldn't find the modual anywhere else. But 99% of the time I go to jita because i DIDN'T want to jump to half a dozen different systems to get all the mods for my new ship. Its nice being able to buy a ship, buy the mods, and then fit the mods without ever having a load screen.

SOLUTION: Stop going to Jita.

Simpler solution - the Caldari State sees all the Isk flowing through Jita and slaps a 1% tax on it to pay for "new traffic control measures".
The tax is raised progressively until the lag stops.

The problem with any idea that involves getting rid of Jita in some way is that the players really want a trade hub. To the point that if Jita is either "disappeared" or made unprofitable the players will simply settle on a new trade hub and that place will quickly find itself just as bad as Jita is now. Therefore a solution is called for that manipulates the flow of traffic without destroying Jita as a trade hub.

Lag in Jita is fine if you are going shopping there, that is a choice you make -waste time getting through gates and docking to save time buying and fitting your ship. just like in the real world, go to a shopping mall before xmas and get everything - but get caught up in the road to and from and park and fight the crowds. As opposed to lots of small shops over a larger period of time but will less crowds.
I think the problem with Jita comes when you are forced to travel through it to get where you want to go. It would be nice to be able to avoid Jita unless Jita is your final destination.
ie a ring road :), i dont drive through London unless im going to london i use the M25 - huge ring road around the city.

Short of major jump gate reconfiguration within empire, i imagine it always will be..... Because as Anell said, Jita exists because the player base demanded a trade hub and industrialist supplied, not because because CPP designed it. Players want to be able to buy everything from 1 station.
