I think Stations should limited dock space, charge you a fee per minute docked and charge you fees for storage space, both ships and the tons of garbage people love to pack away. Charge by volume, charge for space for those that sell goods as well. Stations should be of varying sizes and can accept a certain number of people "docked" at any one time. Make ships unable to warp too close to a station and have stations tractor in ships from a greater distance in and tractor ships out to a certain distance before they can engage on their own, while being tractored you can not be locked.
Fees should be affected by inflation, the more demand there is for space on a station, the higher the fees rise over time.
You can still gank people at stations and there will be a lot more people not in stations but you wont be able to cheat and use zoning limitations to gank people who have no real control of their ship or aware of the environment around them.
When you are in a system and attempt to dock with a station it will tell you if they have space in the station, if there is space you warp in 25km out from the station and get tractored at 20km from the station. If there isn't any space you can select to enter a queue where you jump to the station 25km out and wait for your turn to dock, otherwise you can bugger off and go to a different station, go to a different system or hide somewhere in a "safe" spot if you are afraid.
EVE will evolve so that Jita isn't your one stop garbage spot for anything and everythign in EVE. You wont have 800 people in system when there is only 100 spots free in stations, otherwise it is going to be a pirate haven. It will help to disperse trading to a larger number of systems and you will find seedy backwater systems with low seller costs selling the more common garbage because it is more cost effective in less popular systems.
There will be more of a realistic trading environment, a better system to deal with over-populated systems and making the game better and more intesting.
Nice idea, it would resolve completly the lag and overcrowding problems as it will harcode a limit to EVE population.
Naturally it will block the increas of subscription, make unusable the alts (spending isk for a character used some minute every day?), make killing miners and haules a breeeze while they try to find a station where they can dock and click "accept fee" while shOoted at, ecc. ecc.
