What scares me more are the solutions being suggested that would definitely be bad ideas. But, I am not going into that, I still hope you here me out though. More variety is not a bad thing, and something like this might make things interesting.
say we have a mid slot or a high slot module:
Inertia modifier: 150% (effects the ship the modules projected onto)
activation: 30 duration: 10s range: 30km cpu needed: 30 powergrid: 100
So the module increases the inertia modifier number for the ship thus making it slower to turn, slower to speed up, slow down. If you are being attacked by a nano-ship this module will give you the option of snapping on more inertia on to a speeding ship. Your standard "oh he orbits to far and to fast for me to do anything" ship will then speed out of orbit and must correct it self to fix its orbit. This will allow the person using this module precious time to warp off, catch his mistake etc. On top of that this is not increasing the ships mass so, you will not be able to exploit it for bumping.
I like this idea is good because it preserves the usefulness of nano-ships and its roles in pvp. A good pvp'er would still be able to out wit this type of effect.
/cough do I have this inertia modifier idea right by the way?

Good idea? bad idea?
So called problem of speed is pretty trivial in my opinion, but its all relative I guess, theres a time to fly big ships and a time not too.

adding mass to a speeding ship will allow them to drift out of web range due to the extra mass you added to his ship. _____________________________________________

right.... thats why its inertia modifier, not mass?
