One way to make Assault Frigates special is to make them very versatile by giving them more slots. Think what would happen if we gave every AF +2 low slots and +2 mid slots. But we wouldn't change any other stat, no more grid or cpu.
AF would become special as small ships with lots of slots. Why only battleships have lots of slots?
I don't think that would overpower them since their fitting choices are limited. This boost can be an alternative to 50% web resistence.

2 more lowslots to put in fitting mods to allow the use of the extra 2 meds?
Or 2 more lows which can fit non-energized resistance modules, nanofibers, overdrives...
Some modules have really low fitting reqs.

The reason why I bring it up is because I was always puzzled why only the big ships can have many mid and low slots. The advantage of big ships over small ones is much better grid and CPU, much more HP. Why do big ships always have to have more slots as well? we can have 1 special type of small ship that also enjoys having lots of slots.

Would make them useful, I like not increasing anything. Just the slots.
I would fly a Jag if it had more lows or mids. Same with wolf.
still a frig, can get popped, but could be so much more effective for the isk.

AFs aren't useless now, extra slots would be nice but would probably make them overpowered in the end (i.e. if a harpy could fit for tackle, dmg, and still be able to fit something like damps or jammers or what have you it would be more than a bit overpowered), aside from the fact that this would basically make them cruisers/destroyers with frigate models....
I think its going to be alot harder to "boost" AFs without just making them either inties or cruisers then people realize.
I.E.:
5/4 slots on a harpy:
1 x cap booster
1 x 1mn MWD II
1 x web
1 x scram
1 x shield booster
1 x mag stab
1 x nano or istab
2 x OD II
= omgwtfpwnbbq
