I am auctioning off my first character to the highest bidder.
* I will pay the transfer fee.

How do you have Anchoring only at IV, and Starbase Defence Management to III? The latter requires Anchoring V...Or did it not always?

A fluke when they in some patch or other shifted skill requirements around. It was therefore i.e. grandfathered in.

No, I will not accept PayPal buyouts.
Firstly, it is a breach of the EULA to pay RL money for character and I run a completely legit operation.
Secondly, I have no need of money. I have a well paying job that is actually taking me away from EVE (thus the auction).
Furthermore I have filed a grievance petition regarding your solicitation of above mentioned offer of a PayPal buyout.

In game offer of 11B received from VBboy (insufficient to qualify as a starting bid).
In game offer of 12B received from SASUKE335 (qualifies as a starting bid)
The buyout price stands as is, on this matter I will not budge.
I think it, the B/O price, is a fair price for a character that has been active since November of 2003 and is virtually selfsufficient.
Clarification: The character comes as is. No material holdings (i.e. ships and modules). Those have already been liquidated. I am leaving the game thus the isk raised from those sales and this auction goes to Duchess who will merely sit on the isk until such time that I have the time to spend playing this game.
He is capable of running 5 research agents. Will return with further info regarding LP/RP standing.

Note to bidders:
Firstly, where do you get off thinking you can by chance forego the auction rules as they are stipulated in the original post? The rules are there as a guide in what direction the auction is suspposed to take. Coming in under the set starting amount simply negates any chances of entering a qualified bid. If you cannot afford him according to the auction details then don't bid. It is frankly a waste of my time and yours.
Secondly, I am not so hard up that I have to let him go. I can retract the auction altogether and just wait it out until I feel that the timing is better. My auction, my rules (naturally following the guidelines in the sticky).
