Torpedo Boat based on current Indictor design but with a limit of only 4 high slots. The idea is to have a fast, agile ship that can run in and release a couple of salvos of torpedoes then run back out of harms way, in much the same way as world war 2 MTBÆs did û Hit and Run against much bigger targets.
I have worked on the Amarr design as those are ships I am use to, the idea is not to fit a cloak to this ship thatÆs what stealth bombers are for, this is for fleet combat, POS killing or maybe mission back up. The skill bonuses would be something like û
5% to shield and armour resistances per lvl of destroyer 5% to Velocity per lvl of Destroyer
5% Reduction in Signature radius per lvl of Torpedo Boat 10% to Torpedo Velocity per lvl of Torpedo boat
Special Bonus:
99% Reduction of Power Grid and CPU use for Siege Launchers 50% to Siege Launcher Rate of Fire
which would make them a fairly nasty thing to have flying around in a battle, therefore they would expect to be targeted by at least ECM so an extra mid slot is added for ECCM. The extra low slot would be for either more Ballistic Control or possibly overdrive to be fitted.
I have given the ship a 70k Targeting range but of course if you want to sit right out and hope your target doesnÆt move fit sensor boosters.
No damage bonus is given to damage type as in stealth bomber so that you are constant in damage given no matter what torpedo you use and therefore can switch to a type to suit the target without penalty.

Just a note that fittings for other races would be:
Caldari û 4 high / 6 Med / 2 Low Minmatar û 4 High / 5 Med / 3 Low Gallente û 4 High / 3 Med / 5 Low
Ok so thatÆs the design please tell me what you think, would it work or what is wrong with the idea?

You should post more about why this is needed or how it wouldn't unbalance the game rather than talking about it's attributes which there is zero chance will be used if the idea is even considered in 2 years.

In Eve, agile ships usually have low dps, but you want them to get more dps. Think for a moment why that is a bad idea. What's the counter?

Eve is balanced just because you dont win all battle doesnt mean its not balanced. Factions are balanced and there for a purpose. IMO eve is one of the balanced multiplayer games i have ever seen.
On your topic: The idea for a bigger stealth bomber might seem fun, but the truth here is since torpedoes are now short range high dps missiles this ship would have to come really close into battle. And i think personally siege launchers should be limited to battleships.

Taking all the stats away, it sounds like what is being suggested here could be filled with a frigate sized ship that could mount 1 or 2 capital class weapons (similar to a stealth bomber).
So lets look at real torpedo boats and their counters.
The units would be terrible at targeting other fast moving ships (due to the weapon size) so they would not overpower small ship combat. The ships would still be easily splattered by larger weapons if they get a lock.
Traditionally ships of the line were always vulnerable to small special purpose ships. Thus the need for 'frigate killers' (screen) such as destroyers.
In EvE the natural counter to these small capital killers would be drones, fighters, or (best) destroyers. So we have a good counter in-game already ^_^
Now, why would this be a good thing to add? More frigates and other screen ships in fleet operations. While frigates do have their place (taking out drones, scrambling bigger ships, etc), this would add an interesting new role for them to fill. Ideally I would actually rather see this filled by a new weapon class or a module then via a new hull though. We have the boats in game already, we just need something to put on them.
