I have been playing eve for about a year and half and i have about 16 million skillpoints and i recently decided to specialize in electronic warfare,(at least i plan to consider it) anyways i need help with some of the basics. for example, i have a very limited knowledge of ECM - i understand warp disruption, painting, webbing, propulsion jamming, and cloaking well, i have the appropriate skills and modules. in short im looking for a more active role in my electronic warfare. perhaps some information on dampening and a basic overview for use in ECM, what skills would i need any general information would be greatly appreciated

Don't know about dampening. I'd do Electronic Warfare at least to 4, probably 5. Electronic Upgrades 5 (pre-req) Signal Dispersion 5 Frequency Modulation 5 Recons 4/5 Most likely Caldari Cruiser 5 (falcon is the best ECM platform) Long Distance Jamming 4/5 Long Range Targeting 4/5
Plus support skills you probably already have being a 16M SP character.

ECM breaks the target lock, but to really have a good chance you need a specialized EW ship.
In addition to the skills he listed above, I would highly recommend training for electronic attack frigs. They're more expensive than a similar cruiser type ship (But less expensive than recons), but they can reach interceptor-like speeds and get excellent bonuses to EW. A cruiser-class EW boat can get popped pretty easily if the enemy sees you making a noticible impact on the battle.

Well, since you're pretty experienced and already have 16 million skill points, I would say the other posters have already covered everything. The skills you need are fairly straight-forward, I can't add anything there. I also second the recommendation to aim for an Electronic Attack Frigate. The tech-1 cruisers fit for Electronic Warfare are basically made of paper. Electronic Attack Frigates are also made of paper, but they are made of super-fast paper full of tech-2 win and goodness. It's relatively easy to train for, especially if you already have level 5 in a racial frigate skill. Just remember that tanking and e-war don't go together. You've got a very simple job, and it doesn't involve taking damage. The effectiveness is random too, so sometimes you'll do horribly and sometimes you'll be the key to your gang's success. ---
