Do the various Shield Compensation skills (EM Shield Compensation, etc) also affect things like Shield Resistance Amplifiers and Invulnerability Fields?

Only passive shield resistance modules, but yes.

In other words, they don't do anything meaningful to Invuln fields. Ignore that bonus, and leave your active tanking mods as they should be; active.

My guess is it was, and that he took your first reply to mean that they have an effect on them when they're active.
