Ok so I'm having cap problems just activating a Small Shield Booster T2. I dry our real faster. I have two shield extenders in middle slot of my kessie and the booster in the other two. If I replace one of the shield extenders with a Cap Booster, would it help? I've never used one so I do not know if they are worth taking up a slot for. Ty!

Active Shield tanking is very cap intensive. On a frigate, you will require both great skills and likley faction modules to get a perma-boosted setup going.
Train "Shield Compensation" to reduce the cost of each shield rep cycle, and Energy Systems Operation and Energy Management to improve your overall energy supply.
Can you post what you'll be using the kessie for? Its hard to provide exact fitting help without knowing its puropse. Also, the complete listing of your current fit would be helpful.

Wouldn't a shield hardener be better?

Try this:
Highs: 4x Malkuth launchers (not much more expensive, and much less CPU use than standard ones) Mids: Afterburner, small extender x2 Lows: BCS, MAPC
Mixing weapons ranges is almost never a good idea, expecxially in a Kestrel where you're wanting to kite enemies and keep them as close to your max range as possible. AB is essential for kiting, and a MAPC is the only way you'll fit one on with four launchers. Frigates have such low stats that percetnage-based stuff like RCUs are an almost complete waste of space. And going without a BCS on a missile boat is just downright masochistic. After all that crap, your fitting will be pretty tight even with good skills, so just slap a couple of extenders on to pad it out a bit - TBH, you should take almost no damage in L1 missions anyway, so it's really just as a safetyt net.

miko, those aren't rcu's, they're low power shield relays.
at the op, understood maybe you have fitting problems so mixed the rockets in w/missiles but as stated it's not really the best setup. use power diagnostics in the lows; they're very new player friendly.
hi- 4 standard launchers mids- small shield booster, small extender, cap recharger lows- 2 power diagnostic system
it should breeze any lvl 1 mission as long as you never stop moving. you don't need a ballistic control for lvl 1's; you do need cap to shield boost if you're close to a large group on warp-in. -cap is life- repeat that until you wake up screaming it welcome to eve and good luck.

Why can't people just say "named SPR" or whatever instead of whatever convolutedly-named item they've picked on EFT because it has lower grid use?
My original point still stands, though - if you kite properly, you should take zero damage most of the time anyway, so don't worry too much about your tank. Also, bear in mind that shield boosters are active tank, SPRs are passive - the two do not mix together well...
