Hakera, I read yours too, is it still true that you want to keep electornic warfare skill as low as possible because it lowers cycle time, or was that fixed?

Yes, you still want that.
Still, it's no "bug" really. Just something that would be nice to change.
It does reduce cap usage.

Wish I had known that before I trained it to level 4 
Maybe a better bonus would be reduced capacitor use rather than increased time.
Bilb in Eve University also has had some lessons in EW I think.

Does that apply too other skills, like Weapon system disruption... they all seem to have the same 5% time bonus, but since the one for ew actually decreases the cycle time, I wonder if someone knows about the other related ew skills....
