You are looking for a cheap toon to arrange a scam. Just to warn you. Your initial investment in the character may well be wasted, as any characters advertised here will be ineligible for lending from many large liquidity holders.
Aka, if you're looking for a cheap toon to scam with, you will probably not do well. |

I am slightly younger than you were looking for, but there will be Very very few 2003 characters within a reasonable price range. I myself am available for 1.2 billion ISK, a bargain considering the scale of trades elsewhere on this forum section.
Located in Jita 4-4, warm and safe. 4x +4 implants, 1 +3 in social, 3 bonus remaps available. Some other negligible implants possessed.
Safe employment history with a Lowsec mining corp and NPC corps.
No assets of significant value.
