Seems to be completely lacking in any spare slots to fit a tank... with scout drones for protection, is it even worth trying for solo mining, or is it safer to just stick to 0.9+ (or find some friends to take care of the rats)?

I mine in 0.5 with a Retriever. I use drones to kill the rats and a small armor repairer to patch me up when I take a few dents. No problems at all.

A retriever can very easily handle any system down to 0.5 if you have 3-5 drones. Typically, I toss in a sensor booster in the single mid slot as the retriever has a very very short lock range, wait for the rats to lock then launch and send drones.
You should be able to mount a 200mm tungsten and a good small armor rep. That's enough for high sec.
I've successfully solo mined in 0.4 without too much problem in a retriever and 5 t2 scouts. Don't attempt 0.3 soloing as you'll die horribly.
If you really wanna mine in 0.3 or less with a retriever, set up a small POS and park a cruiser or some such at the pos. When the rats spawn, go jump in the cruiser, wack the rats then go back to mining. Plus, it's a nice safe spot when the piwates arrive.

I solo .7 sec with a T1 light and medium scout drone...haven't bothered going for better because I don't need it for the rats, and it wouldn't help against players.

I mine in 0.5 with 5 hammerheads. Could probably get by with 3.
I don't even bother targeting them, the drones just auto kill. Never encountered anything that was difficult to kill in Gallente or Caldari space.

In 0.5, a shield booster is optional depending on drone skills. A Retriever can run 5 lights at a time. T2 drones make things go much faster. Use Focus Fire on your drone settings and kick back a while.
Personally, I used a retriever with either a small Shield Booster or a roid scanner depending on the rats in the area. Low slots always held a Mining Laser Upgrade and a CPU Co-Processor.
Just remember: Barges are not designed to PvP. Exhumers can be fit for light PvP, but those pilots generally know what they're doing and fit accordingly. Barges die quickly at even the thought of PvP. _______________________________

Retriever doesn't even need a tank. Just let your drones float around you while you mine. When a rat fires the first shot your drones will zip off and blast it. I never had my retriever go into armor from a rat, and I fit rock scanner in mid with co processor and MLU in lows. Just stay out of low sec and you'll be fine. ::insert witty signature here:: |

If you're drone skills aren't good enough to vaporize rats before they get through shield (or even if they are) you can fit this:
1x Small Armor Repairer (T2 if you can) 1x Energized Membrane (tailored to the local flavor of rat).
