At present time, I file petitions against ISK spammers. Those spammers are speedily banned by CCP, but they are back within hours. Rinse, repeat. This causes loads of petitions I imagine, and doesn't really help against the ISK spammers.
This, however, should:
Allow players to right-click a spammers name in chat and say "declare this person as spammer". If ten (or such) people do this within, say, a minute, the spammer gets muted for 15 minutes. The spammer should of course receive a message that he can't talk for x minutes every time he tries to type during this time so he is aware of this (and so he becomes frustrated and goes away), and that message should inform him that he can appeal if he feels wrongfully accused (see below).
Increase that mute time for repeat offenders at will.
But won't this cause abuse? Won't people jump on the opportunity to mute their enemies or a smack talker?
First, there should be a very clear warning dialog: "Use of this system is ONLY for reporting ISK spammers. Abuse will result in a warning".
Second, deal with the abuse of this system ("appeals") on a petition basis. Be strict and hand out warnings against those who ask others to abuse the system. Which overall should create a LOT less petitions, hence less load for the GMs. The abuse petitions have the same workload as spam petitions do today (i.e. verifying the claims in the logs) so it should a) drive spammers away and b) free GM time.
The beauty is that in chats with the largest audiences (which is what they need), spammers will be muted most often.

This is a very labor intensive way to do it, and so is the current system but the simple fact is one of it works as the spammers can simply start a new account. Infact any idea that that tries to get rid of isk spammers by deleting their account is not going to work as long as these people can keep making new accounts.
CCP should set an isk price for GTC sales making it more productive to buy and sell a GTC rather than buy isk form an isk seller. This way isk sellers would have to lower the price of isk so much that it would not be worth their time and effort, put the isk sellers out of business. If it costs 10 euro for 200mil on an isk site then a 30 day GTC's should be sold at 210 mil.

The most effective thing CCP can do is to require a validated credit card number for trial accounts. This would create accountability that doesn't currently exist.

Not all of us adults have credit cards for any number of reasons. A buddy of mine is still recovering after a not-quite-friendly divorce and has yet to get his credit rating back up to the point where he can get a card without the bleed-you-dry-just-for-having-our-card rates/fees. If he gets a bank account, the money there is trackable and the lawyers get greedy once again. (It really was a not-so-friendly divorce) Requiring a credit card would slow down our little ISK farmers and spammers SOME, but it would KILL any number of legit players who want to try out the game from ever hopping into a pod.

Agreed. But overall still a good way I think.
You could of course remove that manual labour to some extend by making the appeal process automatic as well. I know this sounds far fetched but thats just what Guild Wars introduced to counter the number of PvP quitters and there it seems to work afaik. --

Have you guys noticed trial accounts are limited to 1 chat message per 3 seconds? For some reason this or some other change has eliminated all isk seller spam in rookie chat. At least I haven't seen any while hanging out there. However they still do send evemails but at least it isn't as disruptive.

Hang out in SWA chat then. Over the last weeks EVERY time I logged on a spammer was there. I petitioned him maybe eight times, every day. CCP promptly reacts, he's gone a few minutes later, but he's also back with a new trial account a few hours later spamming the same URL. Even constant petitioning barely puts a dent into his schedule.
Of course I have better things to do with my paid-for playtime than writing a gazillion of petitioning and frankly, I got ****ed why CCP can't even TRY to block for example that always-the-same URL he spams and a few variations or just block a few unambigous key phrases he uses silently and letting him figure it out why he can't spam anymore. Instead CCP keeps on wasting their own and my time, because trust me, I will get bored of writing petitions long before a bunch of shift-rotating starving chinese get bored of making trial accounts.
So, in summary, I'm really disillusioned with CCP's handling, and hence the above solution is the only thing I can still think of. --

I had an idea similar to your idea.
I petition isk spammers aswell, but sometimes its just a bit of a hassle to pull up the help menu, open the petition, select the reason, type the name and so on every time I see a spammer.
What I think should be done is that you can right click on them and there is an option "Petition as spammer" with a confirm button.
This would not reduce the petitions, which would seem to be your objective, but it would make reporting them easier and get rid of the one thats a problem at the time quicker.
