For Low Sec Piracy/Gate Camping..
If a character who is not -5 or below Security status is gatecamping, and and actively targets someone--They then have the global criminal flag for 15 minutes. This allows anyone, not just the corp/gang members of the intended victim to attack the attacker, correct?
Also, if in hi sec space, you come across someone who is flashing red, that also means they can be attacked by anyone, right? I've come across players flashing red in hi-sec, whose sec status was above -5, which means they were globally criminally flagged if i'm not mistaken, and therefore should be attackable without retribution from concord?

targetting someone doe's not start the Global Criminal Flag they have to start a active mod like gun's warp scrammer webber.. if they shoot then yes anyone can attack them..
Flashing Red anywhere means you can shoot them in any Sec system if you can lock them..
if someone at <-.5 then the hi sec police will be after them too. >-.5 flashing red means they are either a war target or about to get they ship blown up by concord, if they in a pod flashing red you should be able to kill them but locking them down to kill them will be hard..

If they are flashing red to you and above -5 it may mean they stole from you in which case you or your corp are free to shoot at them but no one else is.

You may want to check your overview settings to make sure that only legal targets are set to flash red.
