Well I have 6.4m SP and can fly amarr and caldari up to there second battleship. The point is however that I don't fly amarr anymore as I dont like them or caldari. So what sort of skills do I need for minmatar battleships before I should start training spaceship command.
My main goal would be to be able to survive level 4s in a maelstrom(or whatever the best min BS for missions is).

I don't fly Minmatar ships, but the bonusses and slot layout scream "active shield tank", and long-range weapons (artillery vs. autocannons) are usually better for missions. If you've been flying Caldari ships before, you should hopefully have the shield skills taken care of, and from flying Amarr you should have the gunnery support side done, so you probably just work on getting the projectile turret skills up.
Best bet, though, is to check the fittings topic, pick a suitable-looking mission fit, stick it into EFT and see what you need to train up. And then just work on as many of the supporting skills to go with the modules as you can be bothered with. If you're feeling really, really lazy, the latest version of EVEmon has a link into BattleClinic, so you can just pick a fit and add all the skill you need to your plan in one click.

However it would seem to me that with 6.4m total SP and 2 races trained for battleships already you are lacking severely in support skills. I almost have to wonder if you can even use battleship class weapons and tanking gear for either.
Get shield tanking, capacitor, power grid, and CPU. Navigation and targeting skills are also very useful. Then choose a race and train the appropriate weapon skills and there supporting skills up. You can jump around with your skills a bit so that you can at least fly a decent cruiser or battle cruiser while polishing them off. Then get that races battleship skill trained up to L4. Or at least thats how I would do it but I don't run missions.
What I am trying to say is I see far too many new pod pilots who think a bigger ship is the answer to all problems and they just ignore support skills. I take a totally different approach and train support skills so when I do train a ship I can fit it out with the ôbestö gear and get the ôbestö stats possible. I quoted best because I don't have every associated skill maxed out or the best implants in the game. Also some people with throw insane amounts of isk in to faction, dead space, and officer gear. Right now I am a HAC pilot. When I get some decent T2 drones skills I will open up battle cruisers. Then once I have T2 large lasers I will get amarr battleship but not before.

I originally flew amarr but they just arn't to my taste. I got caldari just for 0.0 ratting. I have been working on min for a bit and of course I know that these missions arn't close but the fact is I need a goal and wanted the skills to do it.
Im not ignorant of the fact level 4's require skill.

I am also thinking of flying a Maelstrom so I am interested in this post. I can fly Caldari and have all the skills needed for Raven but it does seem that Minnie BS will take a few skills I don't have. Not too sure how well a Maelsrom will do compared to a Raven in lvl 4 though. Would be glad of any opinions on that.

Train caldari missles and shield tanks, amarr armor tanking and gallente drones to max and all support skills
than you would be getting ready to go into minmatar   
Just in short: Minmatar ships need all skills, some shield tank some armor tank, some use lots of drones, some use guns exclusively, some use mix of missles and guns... Its most skill points intensive race to play
and with 6m sp in two races you will suck |

If you dont have milions of skill points in gunnery, could calculate hit probablitity on the fly, check transversal and angular constantly dont bother Raven is easy mode, minmatar is hard mode, without weber you will have "fun" time trying to hit close range rats with artillery |

I fly only minmatar, maelstrom is my main ship for lvl 4 missions solo, any mission. But I have 16mil sp and its still not enough. I would use rather raven for soloing in missions, with good drone skills. It is much harder to be minmatar, but I am person who likes challenges. And all four races are fun. And with only 6 mil sp, you cant say that you dont like certain race, because you are only the begginer.

I fly Amarr primarily for pvp purposes and missions. I did train minnie BS to 4, and tried using an arty maelstrom for missions. I absolutely hated it. The tank was fine, never had an issue, but the tracking of arties is terrible, I relied way more on drones to kill anything besides a BS. I suppose I was spoiled with lasers tracking over arties, but I found running in a maelstrom painful.
Ravens make missions stupid easy, but imo so is an abaddon. Therefore I will be getting a nightmare soon to use that instead as a toy :)
The point of the post is, if you dont like missiles, and you dont like guns, Im really not sure you will like minnie. They use both, can shield or armor tank, and use drones alot as well. You need everything to fly them well, I can fly them failry effectively, but I like my lasers best as a general rule.

The maelstrom can do decently with T2 arties and BS 5, but it's still nothing to get excited about.
