ccp wants this to be more of an alternate reality than just another norisk mmo.

In Eve analogy, the police trashes your car, and the insurance covers most of it, and you can go on your merry way.

Actually, I'd say that would be a pretty good way to handle punishment. At least it would be entertaining to watch, when the police pulls out an RPG launcher and shoots the criminal's car with him still inside it.

Empire isnt supposed to be safe. Its controlled by the factions and policed by Concord. As comparison to real life, police can only act after the fact.
So quit your whining and don't go low sec or make more hauls making you a less likely target. C'mon this is empire 1-on-1.
