I'm playing with a friend, and I kind of want to be specialized in what I do. I like Amarr because their ships are tough as hell, I like the look of my char and he's got a godlike capacitor, but the damage I was doing with pulse lasers was kinda low compared to my gallente (drones included).
Hybrid turrets also seem to be better than lasers. If you MWD up to someone, web them, and hit them with a 7.5k disrupter, you are in the best position possible.
Top tier t2 pulse lasers put out a ton of dps. Just not quite what neutrons deal. And, you're running on the assumption that someone will just let you web/scram(also...7.5k scram = **** 20k or more for real pvp). More often than not a gate spits you or your target out 20+km away. Where btw a gank harb is easily breaking 450 gun dps alone.
I could compare the omen, which is a terrible ship more or less, matches up very favorably against a thorax, a generally great pvp ship. But its not really important, the point is that discounting the ability to deal solid gun dmg through the full extent of scram range is a very bad idea. There are plenty of bad ships in the amarr fleet, well fewer and fewer as the patches roll on, but still a good few. The ships that are good however, are very good at what they do. Null M doesnt even tickle a zealot while he kites you're <insert blaster ship sub BS>
Anyway, I think you should figure out what you want to do because it will answer your question for you. If you want to approach, mwd, drones, F1-8 all the time blasters are your thing. If you think being able to melt things outside scram range is pretty damn cool, come on over to amarr.
