I have most of the trading skills at level 2+ (so ranges of 5 are available).
I want to set a buy order two jumps away with a range of 3 jumps. As soon as I select the appropriate station, I do not get to option to change the range. Is this a bug? Has CCP commented on this in the past?

You have to be undocked for some remote-buy skills to work properly.

You need to train the Visibility skill, it allows you to set a range to your remote orders.

I don't think this is true. Can you offer an example?
Undocking is certainly not necessary in the case the OP was asking about: there the skill Visibility, as indicated, is the solution.

Rightclick on the item you want to sell -> "sell"
Then rightclick on the location that is shown -> "select station"
Fill in a distinct part of the name of the station you are in -> select the actual station from list.
Now you get the "real" sell window where you can set a range for your sales. Visibility skill not needed, at least i didnt train it and can sell and buy in a 5 jump range.
Yes, i know this is horribly broken, but so are a lot of other things in this game, like the popup that says you should repackage an item before selling it. Just bloody auto-repackage it CCP!! Having to repackage it before selling does not make me enjoy this game more!

If you can set up a sell order within five jumps of your present location, I would expect that you have the skill Marketing trained to at least Lvl 2; you are right that this doesn't require any training of Procurement.
However, are you able to do what the OP was asking about? I.e., can you set up a buy-order five jumps away with its own 3-jump radius, without having Visibility trained to Lvl 2?
