What happened to the Jovian empire? and why cant you make a character of that race?

The Jove's are a dev race. Hence you need to be a dev to make a char. At the start of eve there were talks of opening up jove to everyone, but that seemed to go bye-bye.
I'll let others explain the rest.

I think the Mysterious Star was the Jove empire imploding. I think CCP did this because they realized the Jove were a bad idea and they don't want the hassle of trying to fit a whole new empire's worth of ships and modules into the game's precarious and ever-shifting balance.

The star was the result of the greatest blue angel ever.
It was undertaken by a Jove teen and effectivly wiped out their entire race.
The duration and brightness of the "star" shows the sheer "epicness" of the blue angel.

According to the backstory, the Jove do suffer from a wasting disease which is an unwanted side effect of their genetic tampering.
Afaik they are not at war with anyone.
They whooped the amarrians at The Battle of Vak'Atioth and then withdraw from the affairs of the 4 empires when they started to fight amongst themselves and have remained aloof ever since.

Ceiling Cat eated teh Jovian Empire! When all is well digested, Ceiling Cat will cough up a furball that will be sent to CCP. CCP will then, with Ceiling Cat's blessings, try to tie this furball into the galaxy. When all ends are tied, Ceiling Cat will say "Hay, Jove iz good nau k??" and an expansion will roll out to the public!
At least, that's my far fetched theory..

There are, but they were CCP players. I know of six, here are two:

Jove are ugly anyway, did you ever see TomB's Jove char? 
It would be interesting to see Jove space be accessible at some point for something other than the tourneys, but I don't really see it happening.

That whole battle was caused by the Enheduanni to weaken the Amarrians the Enheduanni also wanted the Minmatar to revolt as they think they have the most promise out all the race's. The Jove pulled out of empire because they realised the Enheduanni used the Jove for their own goals.
The Jove won as they had all the amarrians battleplans before the battle.

The original idea was that you would "evolve" into being a jove, either randomly or by reaching a certain undefined point of development.
They then saw how much of a farse the jedi system in SWG was and decided to put the idea on indefinate hold...
