Your best bet at the moment would probably be low-sec belt ratting in a small fast ship. Try to find a system that has no one else in it and if anyone else jumps into system be sure to have a safespot ready. Just always remember if someone does show up in local, ignore the rats that you re currently fighting! You have much more to fear from a PC pirate than you do from a lowly NPC + symbol, and belt rats always come back. However, that new ship you just lost because you tried finishing off rats when smoeone popped into local, won't ever come back. Good luck and fly safe.

Find a nice lowsec system with no stations that usually is relatively empty. Now just rat to your heart's content, and warp to a safespot whenever anyone enters local.
On the other hand...
Would you trust something with teeth but no eyes!?!?!

Get a Raven, fit a cloak, find a 0.0 system in the middle of no where and pay attention to local like a hawk. You see anyone enter local you warp to a safe spot and cloak. I went on a road trip yesterday to Insmother/Cache/ and found nothing but cloaking Ravens who would vanish within 15 seconds of me being in local. I'm sure those guys make a decent amount of ISK.

Best way to rat is to rat with a PVP fit, and tank the opposite of what your rats are shooting. If you're in blood raider space, where the rats shoot EM/Thermal, pirates will show up shooting Explosive/Kinetic thinking you're weak to it. Warp scramble them and shoot to kill.
