Idea: Full blown customizable interface
Why: Frees up devs from having to make massive UI overhauls since players could largely use their own or download them from others, also, allows players to form their interface to really see what they want to see, how they want to see it, and how they want to organize it all
What: Probably an XML overlay like every other game that allows this. This is not a suggestion "because other games do it you have to" this is a suggestion because it's a flat out just a great idea which is why other games do it. EVE will not be broken by it not being implemented but I think it would be really nice if they opened up the interface to players so we could get something other than the bland "windows" type interface we work with now, and it would free the devs from most of the work of having to do so.

the EVE interface is pathetic. Its so bad it gives me the urge to go install windows 3.1 again.

i would love to be able to move around or change the look of the UI interface it would make it so much nicer to change out elements of the current ui to take up less space and allow me to see more of the game. of course first thing id do is increase the size of the clock so its readable on my screen.

I guess the main reason why it isn't done yet is the need to untangle client permissions, and what kind of automation should be allowed, in general.
There is a huge difference between things like having the opening of the wallet automatically query the balance, activating all weapons at the same time and scripting you active tank to enable/disable the booster at a certain cap percentage.
I bet CCP will go for this if the concept is
a) not half-hearted and b) not a macro miner's dream

EDIT: Here is the thread. I didn't bring it up after all, but it was certainly discussed. Despite what Feng Schui says, I've not seen many threads on this particular issue at all.
Look in every thread, here and in Game Dev section, that mentions the UI.

In the newest dev blog, they mentioned stuff about the UI and having players design their own. IMO, they are way over thinking it I presume. With most of the customizable UI games (never played WoW, sorry), what UI you had had little to no impact on actual gameplay. All they did was make the interface.. "pretty".

I played wow for 2 years (yeh, I know, what a waste;)) and the biggest problem with all the mods etc was that every time Shlizzard changed something, none of my mods worked and I had to spend 2 hours updating everything. It also turned out to be the cause of over 50% of my petitions. I wouldn't want to see that.
What I would want to see is as follows:
Resizabe & Movable viewport: In widescreen mode, I'd like to have three tabbed chat windows across at the bottom of the screen, the overview above it on the right and my ship controls to the left. To achieve this, being able to move the viewport up so it's not a letterbox in the middle anymore and fills the top 3/4 of the screen instead, giving me the lower 1/4 for all my windows.
Adjustable Ship System monitor: That nice circular blob in the middle at the bottom, give us some options for that. Perhaps allow us to make it resizable and give us some changed options for it's representation. e.g. Shield/Armor/Hull in their own draggable/resizable bar, that way I could have Shield and Armor as large bars running the full width of my screen one above the other above my overview etc. And hull stuck in the corner somewhere Also having the absolute or percentage remaining figures for each superimposed into the middle of the bar would rock also.
Update Module buttons: Allow me to move all my key binding buttons around, perhaps let me put them all next to eachother across the screen in one line under my armor bar. Also having the ability to group up all the buttons into one Fkey binding, for both activation (alphastrike with point/web/paint etc) and ammo change would be rather cool also.
Resizable target windows with more information, shield/armor guestimates etc.

WoW: Warrior -> Charge in Combatn (not useable anymore) Against Hunter -> disable unlock target when they feign death (still useable) Stand/Sit Lag Macros -> every one see you walking in a direction but you are standing still (melees are not able to find you) and and and ...
this bugs / cheats were all coming after blizzard had make WoW customizeable.

As a programmer myself, I know there are bound to be bugs with ANY addition or modification, however, allowing users to make their OWN XML interfaces (which presumably the EVE GUI is somewhat based on similar technology) is really only a matter of separating the interface permissions from the GUI so that you can't "hack" the interface.
To address the second point of "allowing haxors", you should know that hacking was done with macros and scripts LONG before you could modify interfaces to work with macro tools, such as in EQ1 nine years ago. The company also decides what is accessible and what scripts can be done through the interface. Blizzard chooses to allow players to have access to a large amount of information which probably makes macroing a little easier, but in reality, you think a game with 8 million players isn't going to generate a macro program? You think there weren't macro programs before customizable interfaces? I digress, the summary of my experience and beliefs is that allowing users to make visual changes and yes, possibly a button instead of a "right-click-go-down-three-menu-trees-click-warptozero" does not drastically increase the ability of macroers to create their programs nor does it outweigh the benefits to players who will continue to play the game legitimately.
Back on topic, things I'm looking to do with the interface are: -Replace artwork (or add some, considering there really isn't any) -Adjust my own title bar sizes for easier grasping (my old eyes can't always pick them out) -Add more color to the scanner, it helps differentiate things a little better (old eyes again) -Adjust my combat log colors and display location (maybe even a DPS parser? or how about the ability to put an icon over the head of my current target, like a skull? Or who's blasting me with what, like two laser pointies, or autocannons) -ALTER MY MARKET WINDOW (there's over a hundred different things I could say here, basically, I hate their interface, it could be HIGHLY improved upon) -Alter other windows display (such as contracts, maybe my own buy/sell order window, etc.) -One click bookmarks (probably the most controversial since this gets into the "could be used by macroers", so filled under the "nice to have" section)
Having used macro programs at work for tedious data entry and testing capabilities on my own software, I'm speaking somewhat from experience saying that it doesn't matter what display you give your user, you can always macro it (try entering a thousand test records by hand, NOT FUN). With some small tracking updates, you can pretty easily catch hackers. A tracker would show up when a player executes a series of repeated commands repeatedly over an exact period of time (so as to differentiate between ACTUAL players who ALWAYS have a deviation of at least a few seconds and don't attempt to mine a ship as opposed to an asteroid :P).
I'm going to leave off on a final (yet dastardly note), that it would also improve the disabled ability to function as a normal player and compete more effectively in the world as well as improving overall player satisfaction with their ability to conduct day-to-day business in EVE :)
P.S. I listened to the podcast right after I posted this topic so it's nice to hear something is in the works. You may consider this my endorsement/feature request thread since it's already happening :)
