Because I don't know for 100% sure, I can't say which is which. HOWEVER, one relates to how far you can place orders (i.e. I'm in Jita, and 3 jumps away I can place a buy order in Airkio).
The other relates to the range in which those orders can be filled. I.e. I have a buy order in Jita, and it gets filled by someone selling product in Airkio.
I *could* be wrong tho.

Procurement determines the maximum range you can choose the remote station
Visibility determines the maximum range of the order from the remote station

OK, I think I understand...However, strangely I can see already my own sell orders all over the region...Is this only for my character?

Visibility is totally confusing skill name, it has nothing to do with order visibility. All market orders are visible by any character in any system within region. It just affects remote buy order range. Without visibility you can not set remote buy order with range higher than station.

You can always see any sell/buy order in the region. Visibility, despite it's name, has nothing to do with making your orders "visible," only with setting them wider (aka. number of jumps away from the actual station), remotely.

Despite the name, the Visibility skill has nothing to do with your orders being visible to you or anyone else. Its really a bad chosen name. All buyorders will always be visible to anyone in the same region.
Lets say I'm docked in Urlen and want to make a buyorder for tritanium in Jita (2 jumps out) with a range of 5 jumps.
Training the Procurement skill will allow you to make a buyorder in Jita, but the range of your order will be limited to station-only.
If you train the Visibility skill aswell, you'll be able to select a bigger range for your remote buyorder (from solarsystem upto region wide).

Ok let me try and explain this more clearly.
If you just set up a 'normal' buy order it will be centred on the station you are at and you can set the range anything up to 40 jumps whilst setting it up.
If you want to set up a buy order at a station different to that which you are at then you need to train procurement skill 1st. Higher levels of the skill will allow you to set up buy orders at stations farther away.
However the range of these 'remote' buy orders is, by default, limited to the station. To increase the range of the remote order you have to train the visibility skill.

All sell orders are NOT visible to everyone in the region. It is dependent on the seller's Marketing skill level.

This is absolutely NOT true. Marketing skill lets you sell items remotely = you are in station A, stuff in statio B - Marketing lets you sell stuff in station B if station is within range set by Marketing skill level (system/5/10/20/region). All market orders are always visible by everyone within region.
