I.E. how long do you need to be playing for to make, say, +4 implants worthwhile vs. +3, or advanced learnings to 4 vs. stopping at 3?
I recently decided that my "main" character (only about a month old) sucked and I hated him, so I'm donating him to the biomass factories and starting over. I already have an alt account which I've been messing around on, so I'll probably leave my new main parked in a station doing learning skills for a little while first in an attempt to catch up somewhat.
I already know that doing basic learnings to 5 would be a bit of a waste of time, but I'm not sure about the situation as far as advanced learnings and different grades of implants goes...

Have you read this post by Tripoli? For implants, you can make similar calculations, where training cybernetics from 1 to 4 will increase you attributes by 1.1 and training them from 4 to 5 will increase them by 1.1 too (assuming you buy the implants as soon as you've trained the skill to the appropriate level).

+3 vs +4 implants means (assuming Learning L5) a +99 SP/hour increase, or +2,376 SP/day. The difference between L1 Cybernetics and L4 cybernetics is 135,015 SP. Breakeven time is therefore 56.8 days.
That of course assumes even attribute spreads. In case your Int+Mem/2 is lower or higher compared to whatever other attribute pair you plan to focus on training with after you switch the implants, payoff time might be slightly shorter or slightly longer.
Similar math works for all other "payoff times".

Or, you could look at it from a different angle. The real benefit of cybernetics 5 are the +5% and mindlink implants, getting it early just means you'll learn a tiny bit faster as a side-effect ;)

My simple advice is to make a massive plan in EVEMon (over a year). I made a plan up to piloting a BS well and some T2 ships, it suggested I train all Basic learnings to level 5 (except Empathy to 4) and all Advanced to 4 (except Presence at 3 and only Clarity to 5) which worked out to be a substantial difference. If you plan on playing for a while and have some solid goals this is the easiest way of seeing how much time you can save. EVEMon also lets you setup some custom implants to see just how big a chuck of time you are saving with +4 over +3 for example.

Drawback of this is that if you make 4 18 month plans in a row over the next couple of years, EVEMon will never suggest advanced learning to V.
With a single 64 month plan it will and cut months of your training time.

That's not a drawback, it's a benefit, LOL.

64 months? It's the "5 year plan!" ROFL!
And for the OP, BREAKEVENS:
+4 implants vs +3: ~2 months +5 implants vs +4: ~9 1/2 months 5xBasic Stat Learnings L5 from L4: ~16 months 5xAdvanced Stat Learnings L4 from L3: ~8 1/2 months "Learning" 5 from Learning 4: ~8 1/2 months 5xAdvanced Stat Learnings L5 from L4: ~46 months * Clarity 5 + Focus 5, only: ~19 months of Perc/Will or Will/Perc training.
If you do them all, the times do not add together, they all pay off simultaneously. Basic 5 / Advanced 4 / +4 Implants are pretty obvious. I do not recommend Advanced 5.

Seriously, people do this? I'm not scheduling what I'm going to be doing in an internet spaceship game for the next five years...
Anyway, +5s are out of the question, the prices on those are just crazy, so I guess I'll just go 4/4 basic/advanced learnings and Learning at 5.
