How large of a ship class would you have a real chance against solo in a Punisher, asuming you get jumped? How would you fit out a Punisher for mission running so that you would have the best survival chance if running low sec assuming you were jumped and warp scrambled?

why are you running mishons with a punisher? and if your interest is to survie pirate atack then just dock when u see local go up. or is this maby a steath nerf whine? i have to much to say on this. but basicly if you wanna srvive the pirates stay in highsec or be warp stabed man

I'm working on maxing out my basic fitting and tanking skills before moving up to the cruisers. Frigates or the Coercer are the only ships I have the skills to fly effectively. All the better quality contacts that I'm going to open up are in or on the border of 0.4 sec space. So if a punisher is a bad ship to run these in, what would you suggest as better?

A Punisher can take out battlecruisers, if the former is fit for PvP and the latter is not. If it's the other way round - well, how inefficient would it be for you to run missions in a PvP setup? For the Punisher, I don't think there would be a massive difference in setup - it'd be pulse lasers, an afterburner, a warp scrambler, small armour rep, energised membrane(s) and cap power relay(s). It's nice in this respect - whereas battleships are generally fit completely differently, you can just drop the cap recharger/web from your second midslot and fit a scrambler. Heck, if you just want to worry about getting away you don't even need the scrambler!
You should be reasonably good against any cruiser that doesn't have a web, though medium autocannons might still track you pretty well. My favourite target would be a Caracal with heavy missiles, as a Punisher can easily tank their damage (unless the pilot has supreme support skills), they don't often fit a web (midslot tank), and his shields go down pretty quickly to the EM and Thermal of multifrequency crystals.
But really, the best bet as always is to avoid the fight in the first place. If you're doing a deadspace mission, someone can't just jump on top of you anyway, as they first need to warp to the acceleration gate, and then use that to come out at the beacon in the first room. That gives you a good 30-60 seconds whereby they will show up on your scanner, most of that at a short-range 100,000km radius, so you can be sure that they are coming to your specific mission area and are a threat. Even if you don't pick them up on the scan before they warp in, you should be able to warp out in a frigate before they can come out of warp and target you. Finally, even if they do target you, they won't be able to web you if you're more than 13km away, so as long as you don't hang around the beacon, you can just fire up your AB, fly away from them and warp out once you're out of warp disruptor range.

<1 mil sp punisher can tank the drake and kill the miners that it's protecting. a t2 gitted punisher piloted by a good pilot can tank drake just fine, but would be a bot difficult to kill the drake? (assume the drake has no nuets)

Yes, it would be difficult.
You can only tank a Drake in a Punisher because the Drake has pitiful DPS combined with a monster tank. It is a very defensive ship. The only Drake I see dying to a Punisher is one that is so badly fitted that the owner deserves to lose it

You can only tank the drake if the drake pilot is fit terribly.
The punisher is a frigate that can only attack things. This is because its terribleness is only exceeded by just how bad pve ships can be fit for pvp.
If it gets attacked by something its probably going to die since anything that attacks it will be fit for pvp.
