Which is better, a lv3 Q10 agent or a lv4 -17 agent?
Can i talk to the agent, see what his mission is then decline it without taking a hit?

A: If you can do level 4 missions, the level 4 agents is better. In high level missions the largest % of the pay is in the targets bounties, not the agent pay. The only exception is R&D agents where a 3 +10 is better than a 4 -17.
Q: Can i talk to the agent, see what his mission is then decline it without taking a hit?
A: if you haven't accepted a mission, but only asked for a job, you can refuse a job with that agent without standing hits every 4 hours.
If you want to refuse a second job you need to waith 4 hours if you don't want standing hits. You can go to another agent in the emantime.

If you have good social skills and know how to find good agents, the mission reward difference at lvl4 can be 1 mil.

So i can just read the journal detail about the mission then do nothing if i wish not to do it?
And also, would an ishtar be okay for lv4 Q-17 missions?

You would have to actually turn it down, if you merely do nothing you will get a standing loss when it times out.
The quality of the agent has no bearing on the difficulty of the missions.
And doubtful.

If you know what your doing - yes. You can use an ishtar on any lvl 4 mission. However, mission difficulty isn't affected by the quality of the agent. Only the quality of the rewards is.

In regular missions, it's always better to have the highest rank with the best quality possible.. So a negative lvl 4 will always be better than the highest Q lvl 3.
However, with R&D agents this is not true...They are based upon Quality..Thus, a lvl 3 Q18 agent will give u more research points than a lvl 4 -17 agent..U can see the actual rp's provided by the agents using agent finder and plugging in the corp and the skill involved--like mechanical engineering etc...

The L4 is probably better. The bounties on the rats are much richer in L4s.
