Could someone elaborate on this more in depth? I know that scan resolution is faster targeting time, but I dont quite understand Sig Radius and why you should get mods to upgrade either of them. Are they important in pvp? Thanks.

Higher sig radius means you're easier to hit, and you take more damage from larger guns. For this reason, an AB actually makes you harder to hit than a MWD. MWDs, however, are often preferred for the ability to control range.

If you are moving faster, does it effect the dps a ship deals to you? Making it less or more? (ie using a AB or MWD)

If you are going faster, you are harder to hit (usually). If you can move faster than his turrets can track, you can reduce the DPS he does to you. Note that flying directly at the enemy does not help in this regard, it reduces your Transversal Velocity (what matters with turrets) to zero, making you an easy target.
With missiles it's a direct reduction: Faster = less damage, once you reach a certain threshold velocity. Typically you won't reach this velocity without an MWD. There's also a direct relationship between sig radius and damage, until you reach the missile's explosion radius. Smaller sig = less damage, so long as you're smaller than the explosion radius.
With turrets, the higher your traverse and the smaller your signature radius, the harder you are to hit. Simple as that.
As for scan resolution, doubling your scan resolution halves your locktime. Halving your scan resolution doubles your locktime.
