Wud like char with at the least 6 mil sps and ability to fly sum t2 ships with t2 mods

What do you think about this character?

In Depth Character Skill Information
inEvE shows 5,721,498 Skill points, but It is not showing I have Medium Hybrid Turret, in which I do. This might be because the account is currently inactive. I will reactivate the account if you are going to buy the character. At that point everything can update for you to see.
It can fly Gallente Frigs, Destroyer, Cruisers, Battlecruisers, Battleships, and HAC - both Ishtar and Deimos.
It can use Tech 2 small and T2 medium Hybrids(just need the specialization for med)
It can also use Tech 2: Light/Med Drones, Cap Mods, Armor Tank items, Propulsion Upgrades, and Damage Mods.

Hi I am selling this char str8 for 1.3 bil. he has a pos wallet but neg sec status of -9.82. He has over 8.6 mil SP mostly pvp spec but cannot fly t2 ships yet. This was my 1st char so didnt really know what I was doing at the time. He's been sitting for awhile with out training cause I really don't use him anymore. I know its above ur price range but im willing to let this char go for 3.5 bil, it has 17.9mil sp, can use t2 heavy drones, not too far from t2 large arty's.
