Ok, so I like to fly around and explore and all. And it got me to wondering... If I say have a -2 faction standing with the race that controls the region of space I want to go in, will their customs ships attack me? What exactly governs where you can and can't go other than your Security Status?

I believe it starts at -5 faction standing that their navy ships will shoot at you. However, unlike CONCORD these guys are survivable, and in general as long as you're in a fast ship you should be fine.
Security status is pretty similar really. CONCORD doesn't get involved unless you actively commit a crime in a high sec system, outlaws only get shot by navy ships.

Thanks Asestorian. That gives a fair bit more wiggle room than I figured which is always nice.

It's -5 where they start shooting at u and it's -2 where u can no longer do missions for corps in that faction.

My alt has a sec rating of -4.07. As I flew into Jita I did recieve warnings that criminals would not be tolorated, However no one shot at me. Once i docked and purchaced what I needed I undocked and was shot down.
I thought it was -5.0 where this would happens.
What did I do wrong?

Sec status works differently. it effectively limits the places you can go without getting blown up (unless you're in a shutle) it goes like this:
-2.0 - not in 1.0
-2.5 - not in 0.9
-3.0 - not in 0.8
-3.5 - not in 0.7
-4.0 - not in 0.6
-4.5 - not in 0.5
-5.0 - KoS everywhere.
the main difference between -4.5 and -5.0 is that at -5.0 people can shoot you in lowsec at gates/stations without getting sentry aggro
