Can a heavy interdictor be used for hunting in low sec without activating concord? I know that a regular interdictor is an area of effect weapon so you get concorded, but the heavy is specific to one target.

Sigh.
1) there is no concord in lowsec. Period. End of story. You will never, ever get CONCORDED, for ANYTHING, if you are in lowsec.
2) Bubbles just can't be used in lowsec. Ever. Has nothing to do with CONCORD, you just can't do it.
3) Hictors normally have a warp bubble, which will not work in lowsec (again). The -only- time the Hictor is specific to one target is when you use the focused warp disruption script.
Just clearing up misconceptions

Hictors have a script for the warp bubble that allows it to be used as a guaranteed scram against one target. Hictor is great for tackle and tank but the DPS output isn't there. If you catch some one solo and have the time to ground and pound them go for it. Bored during down time? Try this. |

They're great for catching solo untanked ships in losec WCSed out the wazoo though.
So many times I've had an osprey or even mining rokh pilot in losec thumb his nose at me after he warps out cause I can only fit in 1 scram but he's got all his lows full of WCS. I developed a Celestis with a bunch of 2pt scrams in the mids and killed a few of em in the past since they go right back to mining again safe in their "invulnerability"

Solo hunting in a HIC is going to result in an expensive loss for you eventually. Trading a HIC for a few stabbed T1 junk kills is a waste...but whatever floats your boat.

220 dps if your lucky and with near max skills, at least with the broadsword.
Like the man above me said, only tanks you'll are t1 junker ships and generally the only ones that fit wcs anyways.
