Useful for what? The Broadsword can put up the meanest passive tank by far, followe by the Onyx. But if you're running a low sec gate camp, a dual sensor boosted Phobos is a nice thing to have. Are you planning on bubbling 0.0 gates with it or just using the script for some yarring? ______

Onyx has the niche advantage of fof missiles versus pesky falcons
devoter has a utility highslot
phobos is based on a thorax hull

From what I've seen from corpmates flying it, it's got that nasty old EM whole naturally plugged, giving it an extra slot for more passive recharge. If I'm wrong, my bad. I don't feel like EFTing right now. ______

Devoter for low sec, empire (mids for sensor boosters)\ Onyx/Broadsword for 0.0/Cap ship - slightly better tanks.
But the truth is, these ships are pretty balanced - there really is no 'best'. ----

The Devoter is underrated. If people would just stop insisting of fitting heavy lasers to it, they'd be able to fit nice permastable dual rep tanks on it. Heavy Dictors are not meant to deal damage anyways.

The Devoter is a nice HIC, still PG wise its weaker cause it cannot reach the buffer tank shield tanked HIC can (Onyx, Broadsword) by fitting enough 1600mm plates and cruiser sized lasers at the same time. In a medium/large gang, a single HIC's dps are nothing significant, so no big deal.
IMHO the Onyx provides the best dps / tank abilities with HAMs, and the Broadsword takes head when facing Amarrian BSs (read serious EM dmg amoun ts). Edit: on top of that, passive shield tanks recharge over time - some times impressively fast. A plated Devoter, like all plated buffer tanks cannot do that (read remote repper). Everybody thinks that if a ships has 0% dmg rezilience is doomed. WRONG ! The 0% gap can be easily closed using an amplifier t2 or cheap faction (+55% or +60). And when you thing you can add an Invul Field T2 (lets say, not to mention Dread Guristas got cheaper nowadays), and then you stack a little DC II, you see that the end result is better in most cases.
