Hiya,
So I started training leadership skills and I have some questions. First off if I'm not in a fleet do I get these bonuses? Secondly if I don't get the bonuses when I'm on my own can I just form a fleet with only myself in it and get the bonus that way? Some of these bonuses seem pretty nifty when you consider getting them to level 5 and then getting the second tier skills as well.

No. You need an active (undocked) fleet member in the system to receive your leadership bonuses. <sig>{string not found}</sig> Boost tractors?

Nope. You have to be in a fleet with someone else in the same solar system.

When you have the pre-requisites right, you'll get a little green tick on the top left of the fleet window indicating that bonuses are working.
If your bonuses are not working properly i.e. you haven't met the conditions, then there will be a little red cross.
This probably doesn't answer your question, but it's handy to check that you've done everything right.

The second tier skills only have any effect when you (or rather your fleet's designated booster, which is your case is you) is flying a battlecruiser and have fitted and are running one or more Warfare Link module. That's because these skills multiply the bonus from the links, so if you're not using any you multiply zero to get zero. Oh, and you still need to be in a valid (green-ticked) fleet for the warfare links to take effect as well.
You're right that these bonuses are pretty nifty, though.

ok ill explain real quick
Leadership & other skills in the cathegory of same name need fleets (be in a fleet with a fleetmate in the system (docking excluded))
your ability to get /give bonus is dependant on how many ppl are under the leader & his skill lvl
Leadership enables to manage members in a squad (2 per lvl) Wing command enables to manage squads in a wing (1 per lvl) fleet command enables to manage wings in the fleet (1 per lvl)
total ppl max is 5x5x10 = 250ppl!!
there is 3 roles in fleet: chief = what it says (manages the fleet in itself hes the boss) scout= nothing special just a icon next to name (good for marking hauler in mining fleet ;-) Boosters = revoke to assign to proper "booster" he gives the boosts (like mining forman)
thats it keep it inline thats all you need to know :)

Form Fleet With - second account.
Move Fleet Commander to Squad Leader as you must have an active Squad Leader to get any benefits. Squad Leader must have a high enough Leadership Skill for the size squad.
Now ... think about what you're doing and who has the best skills at what.
Say your other account is a miner and you're mining. You've got the miner in a mining frigate or barge and the Squad Leader in the hauler.
Revoke the Booster for the Squad Leader - as you are mining now as opposed to doing whatever he's good at.
Then assign the Squad Booster to the Miner.
Miner and Squad Leader will now get the effect of the Miner's Mining Skills.
Of course this is somewhat backwards as most Miner characters come with Leadership & Mining Squad Foreman, so - just have them be the Squad Leader and you don't have to change anything - unless you're out doing something other than mining.
The Green Check Mark says you're getting benefits but doesn't tell you what they are. If there is a way to check on how your benefits have been improved I don't know what it is.
Now ... of course this all works the same way if you actually have other players in your squad instead of just your own alts. But - using your own alts it is easier to see what you're doing as you can look at both sets of skills and see who should be the booster and who the boostee.
