Is it viable to use heavy missiles against frigates? I'm fitting out a drake for lowsec (mostly ratting, but want to be able to defend myself). Would it be better to use all heavy, or go with a combination of heavy, and light assault?

You would be better served using a full complement of 5 light drones to take out frigates. Leave the heavies for cruiser and larger sized targets. __________________________________________________ Sup brosef! Destry's Lounge is looking for a few good drunks - contact me in game.

"Guided Missile Precision" trained to 4, then add a good target painter. For low sec ratting don't be anywhere near the warpin point.

When I flew my blaster harpy - my priority list for my guns was drones > tackled ship. That was because the actual ship was larger than me and its weapons system rarely posed a direct threat, however the drones (especially EM drones) would eat me up if I didn't kill them off (which is really easy with a range bonus on fast tracking blasters).
That said - your drake if properly setup would tank my harpy all day long, so its not like I would be able to kill you either. That is assuming neither of us is social enough to have friends nearby to help out. 
The best way to deal with an assault frigate is a web and a neut (which you probably can't fit on a Drake). The web will trap the assault frigate, and then your heavy missile picked against the AF weakness (EM Caldari, Explosive Gallente, Kinetic Minmitar, Thermal Amar) + your drones (even if they get shot up they'll get some hits on target for you).
Make sure you have precision missiles IV and target navigation IV to counter the frigate's greatest strengths (small size and speed). Drones V is a must to have your full flight of 5x light drones. You don't need a maxed out level IV mission running passive drake setup to deal with belt rats, so fit a web.
To be honest going asteroid belt ratting in a lone Drake is silly (unless you're looking for anomalies). You can kill BS sized rats in a heavy assault missile Caracal, and have far less isk on the line when a pirate finds you. __________________________________________________ Sup brosef! If any assult frig find you your missiles will only be doing about 20% of their original damage. Just a heads up.

If you are trying to hit player ships then you will need T2 launchers and Heavy Precision missiles. With the correct skills these can be more effective against fast frigates, but the missiles have a design flaw, as they have similar stats to Cruise precisions, rather than being in-between Light and Cruise!

Yep heavy precisions are pretty much worthless. An assault frigate isn't going to be able to speed tank your standard missiles - however its sig radius will greatly reduce incoming damage. The key is to remember the ship's tank resist hole (as I mentioned earlier) and fire that particular type of missile. That combined with 5 light drones ought to be able to discourage a lone AF to attack you.
A speed tanked interceptor will keep a point on you forever because you will lack the weaponry to deal with speed tanks outside of web range (unless you can use warrior II's - even still most well fit interceptors will outrun them).
In the end your best defense against ships while you're running anomalies is to stay aligned and watch your scanner. If you're attacked by a tech 2 frigate - chances are the pilot isn't stupid enough to engage you without friends (AF or inty will just tank you and then bring in their drake killing blob). __________________________________________________ Sup brosef!
